Spanish Lentil Stew

Steps
- Rinse the lentils under cold water and set aside.
- In a large pot, heat olive oil over medium heat. Add the chopped onion and garlic, and sauté until translucent.
- Add the carrot, celery, and red bell pepper to the pot. Cook for about 5 minutes until the vegetables soften.
- Stir in the smoked paprika and cumin, and cook for an additional minute.
- Add the lentils, vegetable broth, and bay leaf to the pot. Bring to a boil.
- Reduce the heat to low and simmer for 25-30 minutes, or until the lentils are tender.
- Season with salt and pepper to taste. Remove the bay leaf before serving.
- Garnish with fresh parsley and serve hot.
