  2. In a large pot, heat olive oil over medium heat. Add the chopped onion and garlic, and sauté until translucent.
  3. Add the carrot, celery, and red bell pepper to the pot. Cook for about 5 minutes until the vegetables soften.
  4. Stir in the smoked paprika and cumin, and cook for an additional minute.
  5. Add the lentils, vegetable broth, and bay leaf to the pot. Bring to a boil.
  6. Reduce the heat to low and simmer for 25-30 minutes, or until the lentils are tender.
  7. Season with salt and pepper to taste. Remove the bay leaf before serving.
  8. Garnish with fresh parsley and serve hot.
